In Japan, Biden sees recovery and disarray

SENDAI, Japan — Visiting Japan to show solidarity with one of the U.S.'s oldest allies, Vice President Biden on Tuesday got a glimpse of both the rapid disaster recovery in the northeast and the political disarray in Tokyo that threatens to hold it back.

In a speech at the Sendai airport, Biden described Japan as the "anchor" of American interests in Asia, and he expressed awe at the "legendary industriousness" of the Japanese rebuilding effort. But Biden also met with Prime Minister Naoto Kan, who apologized, according to reports in Tokyo, for "Japan's political situation" — one which will become even more uncertain next week when Kan resigns.
