SANAA, Yemen — Yemeni President Ali Abdullah Saleh declared Thursday that he would not step down as long as his key rivals — a defected general and a billionaire tribal leader and his family — remain in influential positions, throwing a potential wrench into hopes for a peaceful transition of power.
