Paul Ryan (R-Wisc.) on a party-line 228 to 191 vote. The plan, which would slash more than $5 trillion from deficits over the next decade, reshape Medicare and lower tax rates, is almost certain to be rejected by the Senate but is an election year statement of principle for the GOP.
