Council Chairman Kwame Brown pleaded guilty to a felony bank fraud charge Friday morning in the District's federal court. The plea was expected. Brown, 41, resigned from office shortly after news of the charge was announced Wednesday. He is scheduled to appear Friday afternoon in D.C. Superior Court for a hearing on a separate misdemeanor charge.
