Fuel Consumption in Indonesia Predicted to Reach 41 Million Kiloliters

The government has projected subsidized fuel oil consumption to reach 41 million kiloliters this year, slightly higher than the target of 40.49 million kiloliters set under the revised 2011 state budget.

"The difference will not be large. (Subsidized fuel consumption) is likely to reach 41 million kiloliters or slightly more until the end of this year," Director General of Oil and Gas at the Energy and Mineral Resources Ministry Evita Legowo said here on Wednesday.

The higher-than-predicted consumption is among others because of difficulties to keep down the abuse of subsidized fuel oil to industries. he also said the Indonesian crude price (ICP) was expected to exceed US$110 per barrel until the end of this year, well above the target of US$95 per barrel set under the revised 2011 state budget.

With the fuel oil consumption and ICP exceeding the targets, fuel oil subsidy this year was expected to outstrip Rp129 trillion as assumed earlier, she said. "Therefore, we will report the matter to DPR (the House of Representatives)."

She expressed hope both the government and DPR would decide the matter before the end of December 2011. The Downstream Oil and Gas Regulatory Body (BPH Migas) said earlier subsidized fuel oil consumption in the year ended on October 31 reached 34.42 million kiloliters consisting of 21.02 million kiloliters of gasoline, 1.46 million kiloliters of kerosene, and 11.94 million kiloliters of diesel oil.

The realized fuel consumption was 2.95 percent higher than the quota in the revised 2011 state budget, with gasoline 3.87 percent above, kerosene 5.63 percent below and diesel oil 2.44 percent above their quotas.

BPH Migas Chief Tubagus Haryono attributed the higher-than-expected consumption to the rising number of motor vehicles. "We, along with Pertamina and regional governments will make an effort to control the use of subsidized fuel consumption," he said.

BPH Migas would also team up with the Coordinating Ministry for Political, Legal and Security Affairs, the National Police, the Navy, the State Intelligence Board, the Directorate General of Oil and Gas and other law enforcing bodies to crack down on the abuse of subsidized fuel oils, he said.
