Boehner: No payroll tax cut without pipeline

House Speaker John A. Boehner said Friday that his chamber will not sign off on an extension of the payroll tax cut sought by President Obama without including a provision to speed construction of an oil pipeline, which Obama has opposed.

On Thursday, Congressional negotiations signed off on on a $1 trillion spending agreement for 2012 for federal agencies, just short of a deadline that could have triggered a government shutdown. But Boehner made it clear Friday morning that the fight over the payroll tax cut was far from over.
