House Speaker John Boehner (R-Ohio) said Monday morning that the House is poised to defeat a Senate-passed bill to extend the payroll tax cut for two months and instead will send the bill to a bicameral conference committee, because, Boehner said, the Senate bill "creates uncertainty" for the U.S. economy.
